PAST-FORWARD is structured around four interconnected Work Packages (WPs), each addressing key research gaps in adapting Historic Urban Landscapes to climate change.
PAST-FORWARD Framework Development and Integration
Lead: TU Delft & SCUT
This WP addresses the lack of systemic integration in climate adaptation and heritage preservation for Historic Urban Landscapes (HULs). This work package aims to create a robust, adaptable framework that merges climate resilience with heritage preservation for Historic Urban Landscapes. It will establish a methodology for comparing Dutch and Chinese case studies, ensuring data is accessible and research is transparent. Finally, it will focus on sharing knowledge and engaging stakeholders to promote wider application of the framework.

Data-Driven Adaptation Planning
Lead: Dr. Cannatella, TUD & Prof. Chengfang Wang, SCUT
This WP tackles the disconnect in planning data by developing the data-driven knowledge and digital tools necessary to support HULs in adapting to climate change. The objective here is to develop a comprehensive digital atlas highlighting climate vulnerabilities and spatial opportunities. A GIS-based toolkit will be created to assess risks like flooding and urban heat islands, alongside social vulnerabilities. A user-friendly, web-based Decision Support System will be built to facilitate data-driven planning. Lastly, scenario planning and vulnerability assessments will be conducted to inform strategic recommendations.

- Developing a web-based DSS using R and Shiny, providing an accessible, interactive interface for visualizing spatial patterns and adaptation measures, assessing the impacts of climate projections, evaluating trade-offs between adaptation strategies, and exploring social equity implications in planning decisions.

Adaptive Design Principles Development and Implementation
Lead: Prof. Liu, XAUAT & Dr. Cannatella, TUD
This WP aims to resolve the inherent tension between heritage conservation and climate adaptation by developing context-specific spatial design principles and strategies for the four case studies. It will establish a comprehensive, full-cycle adaptive design knowledge system that integrates historical urbanization patterns with innovative climate adaptation strategies, ensuring that interventions enhance resilience while preserving cultural heritage. This will be achieved by developing a systematic framework of adaptive design principles, formulating integrated methodologies that combine green infrastructure with heritage-sensitive retrofitting, establishing quantitative methods for assessing trade-offs between adaptation and cultural landscape integrity, and developing neighbourhood-scale strategies through design-based research. The resulting framework, strategy repository, technical guidelines, and verification mechanism will provide a robust methodology for strengthening climate resilience in HULs.
By integrating quantitative spatial performance assessments and pilot project validation, WP3 will generate evidence-based, scalable adaptation solutions that inform urban planners, designers, and policymakers in creating climate-resilient and heritage-sensitive adaptation pathways for HULs.

- Validating Strategies through Pilot Projects — testing and refining adaptive design strategies through Living Labs, assessing their effectiveness in enhancing the climate resilience of HULs.

Regulatory Framework and Stakeholder Engagement
Lead: Prof. Reins, ESL & Prof. Minzhi Li, SCUT
This WP focuses on analysing regulatory frameworks and participatory mechanisms to enhance climate adaptation in HULs. By embedding collaborative design throughout the project, this WP ensures that adaptation strategies are responsive to community needs and regulatory requirements and empower key stakeholders. WP4 integrates regulatory analysis with participatory co-design methodologies, bridging the gap between multi-level governance structures and place-based adaptation needs. Through iterative legal-institutional mapping, regulatory analysis, stakeholder-driven scenario testing, and policy impact simulations, WP4 systematically translates socio-ecological trade-offs into actionable governance frameworks. WP4 will identify regulatory challenges and opportunities for integrating heritage conservation and climate adaptation, analyse the role of EU/national regulations in enabling resilient governance, develop regulatory and policy recommendations for adaptation-oriented governance models, and strengthen stakeholder engagement through collaboration, knowledge exchange, and participatory decision-making.
Key activities
- Stakeholder Mapping: identify and analyse key stakeholders, their roles, interests, and levels of influence in urban adaptation planning.
- Conceptual framing and analysis of regulatory problems/opportunities: this initial focus on wider regulatory problems/opportunities instead of on specific legislative instruments allows a more holistic perspective on the preservation and adaptation of spatial transformations toward future-oriented resilience, without being bound to predefined legislative approaches. Preliminary findings from the desk research are then verified through co-design workshops, analysed, and fine-tuned.
- Co-Design Workshops: organize interactive workshops in local living labs and consortium meetings to collaboratively refine the urban adaptation framework, integrating local knowledge and expertise.
- Participatory Engagement & Feedback Sessions: conduct structured feedback sessions with stakeholders to iteratively improve strategies and tools.
- Integration of Stakeholder Insights: translate stakeholder input into regulatory recommendations, refining the DSS developed in WP2.
Key deliverables
- Stakeholder Mapping Report: identifying six stakeholder groups (municipal agencies, heritage NGOs, academic institutions, community representatives, utility providers, tourism operators) and mapping their resource dependencies and decision-making structures.
- Co-Design Workshops: organizing four quarterly hybrid workshops (2 online, 2 onsite) with 15–30 participants per session, co-developing modular adaptation toolkits that integrate climate change adaptation and heritage conservation.
- Participatory Engagement & Feedback Sessions: implementing monthly online feedback loops via a dedicated platform, gathering 150+ stakeholder evaluations on policy and strategy effectiveness, with priority issues escalated to focus group discussions (6 sessions/year).
- Regulatory Recommendations: based on the conceptual framing and analysis of the regulatory problems and opportunities, developing recommendations on how to facilitate the preservation and adaptation of spatial transformations.
